Shanghai Action Plan to Promote Used Car Exports

Issued by the Shanghai Municipal Commission of Commerce on September 12

To streamline the export chain for used cars in Shanghai, enhance the service capacity for automobile exports, innovate in used car export models, expand export scale, build a comprehensive international trade service platform for used cars with full functionality and an entire ecosystem, further drive consumption upgrades in Shanghai's automotive industry, and support the development of Shanghai as an international trade hub, the following action plan is proposed. The goal is to cultivate 3-5 leading used car export enterprises by 2027 and achieve an annual export volume of 50,000 units for the city.

The full text is as follows:

I. Building a Comprehensive Service Platform for Used Car Exports

  1. Develop the Shanghai International Used Car Trade Service Platform. Support the establishment of this platform in Pudong New Area, integrating public services, display and trading, inspection and refurbishment, logistics and transportation, export customs declaration, industry research, financial services, and overseas services to create a full ecosystem. Support the platform in organizing international procurement events, centralized exhibitions, and overseas participation in trade shows.   2. Enhance Public Service Functions of the Platform. Support the platform in collaborating with overseas warehouse leasing and operating entities to develop overseas export display and service bases. Leverage its role in demonstrating innovative foreign trade development by supporting ancillary services such as exhibitions and sales, inspection and testing, information provision, and training. Support the platform's integration with the municipal blockchain infrastructure to enhance capabilities in data sharing and risk warning using blockchain technology.   3. Strengthen Professional Service Functions of the Platform. Support the platform in upgrading and improving related facilities such as trading markets and display and sales venues. Support cooperation between professional service institutions and the platform to provide specialized services including motor vehicle registration, vehicle transactions, and warehousing. Support the platform in collaborating with online platforms to organize centralized online promotion activities for enterprises.   4. Enhance the Platform's Global Expansion Capabilities. Encourage the platform to cooperate with Shanghai's comprehensive service platform for enterprises expanding globally to provide入驻 enterprises with country-specific policy information查询 and legal services. Support professional institutions and enterprises on the platform to participate in formulating overseas market rules and engage in technical exchanges. II. Supporting the Expansion of Used Car Export Scale

  1. Support Enterprises in Exploring Overseas Markets. Support used car export enterprises to participate as groups in key overseas exhibitions and domestic key exhibitions such as the Canton Fair. (Lead: Municipal Commerce Commission; Participants: Municipal Trade Promotion Council)

  2. Support Export Refurbishment. Support used car export enterprises in collaborating with enterprises possessing vehicle modification qualifications to refurbish and renovate used cars according to export market demands, including installing corresponding foreign language systems. Encourage automobile manufacturers to equip new vehicles with English systems during production. Support the coordinated overseas expansion of used car parts and components. Encourage automobile manufacturers to share their overseas new car after-sales service networks with export enterprises to enhance after-sales service capabilities for exported used cars.   3. Develop the 'Leased Vehicle Re-export' Model. Encourage tripartite cooperation among used car export enterprises, car rental operating enterprises, and automobile manufacturers to achieve large-scale exports through customized procurement - leasing operations - bulk export methods. Support automobile manufacturers in providing bulk purchase discounts to leasing operating enterprises. III. Enhancing Export Facilitation

  1. Create One-Stop Services. Establish a cross-departmental service mechanism to develop one-stop service functions. Set up a service window on the Shanghai International Trade Single Window to improve efficiency for enterprises. Open green service channels for large-volume export businesses of export enterprises to expedite processes such as new vehicle registration, used car transfer for export, license application, and export deregistration.   2. Optimize Management of Special License Plate Quotas. The commerce, transport, and public security departments will further optimize the management process for special license plate quotas used for used car exports, promote the online handling of application, issuance, and verification procedures, and accelerate processing speed for enterprises.   3. Expedite Export Tax Rebate Processing. The tax authorities will manage used car export enterprises with large export volumes and good credit standing参照 (refer to) Category I and II export enterprises, compressing the average processing time for their normal export tax rebates to within 2 working days. IV. Enhancing Service Support

  1. Deepen Communication and Coordination Mechanisms. A coordination mechanism led by the commerce department and including finance, taxation, public security, customs, transport, and key districts will conduct regular research with platform enterprises and promptly promote the resolution of bottlenecks encountered by platforms and enterprises during the export process.   2. Strengthen Industry Organization. Promote the establishment of a 'Used Car Export Committee' under relevant industry associations to enhance analysis of export trends and industry self-regulation, and encourage used car export enterprises in the city to expand globally collectively. Support relevant industry associations in conducting public training and organizing collective used car export display and sales matching activities for enterprises.   3. Strengthen Financial Support. Introduce used car insurance products tailored for the 'leased vehicle re-export' model to provide risk coverage for used car exports. Further encourage enterprises to expand export scale through export credit insurance, providing full support for the insurance premiums paid by used car export enterprises for export credit insurance, and support banks and credit insurers in helping enterprises conduct policy financing业务 (business). Support the Export-Import Bank of China Shanghai Branch in providing policy-based preferential loans to enterprises or cooperating with commercial banks to issue risk-sharing sub-loans for small and micro foreign trade enterprises, increasing credit support for used car export businesses.
