On the evening of November 25, accompanied by a loud whistle, under the supervision and protection of Shanghai Customs, the "COSCO Shengshi" car roll-on/roll-off ship, fully loaded with 2,730 domestic cars, slowly sailed away from the Haitong International Automobile Terminal in Shanghai Waigaoqiao Port, starting its maiden voyage to the Port of Chancay, Peru.

Interface News learned from Shanghai Customs that in the first 10 months of this year, the Haitong Terminal in Shanghai Waigaoqiao Port exported 1.077 million vehicles, a year-on-year increase of 28.8%, breaking the million mark two months earlier than last year. Among them, 487,000 electric passenger cars were exported, a year-on-year increase of 65%.

"After the opening of the Peruvian Port of Chancay, COSCO Shipping's car fleet opened the South American West route for the first time, providing a stable monthly service from Shanghai to Chancay Port. At present, the export routes of Haitong Terminal in Waigaoqiao Port reach more than 200 ports in 110 countries and regions around the world, and the export volume of automobiles accounts for more than 20% of the country." Xu Bing, business manager of the operation department of Haitong Terminal in Shanghai Waigaoqiao Port, said.

In fact, since the beginning of this year, the export volume of automobiles at Haitong Terminal in Shanghai Waigaoqiao Port has continued to maintain a steady growth, and the annual export volume is expected to reach 1.2 million vehicles. This is the third consecutive year that the export volume of automobiles has exceeded one million.

Not long ago, in order to accelerate the export of used cars, the Shanghai Port Used Car Export Comprehensive Service Center was completed and put into use at the Shanghai Haitong International Automobile Terminal.

As the first used car export inspection point in the port area in the country, the "Service Center" can provide one-stop motor vehicle registration and port logistics comprehensive services for used car export companies in Shanghai and surrounding provinces and cities, reduce the risks and transportation costs brought by the multiple movements of export vehicles, and improve the efficiency of comprehensive certification services.

After submitting relevant materials to the "Service Center", used car export companies can transport the vehicles to be exported to the service center in the port area for one-stop handling of used car inspection, used car "transfer to be exported" registration and other procedures, and apply for export licenses and customs declarations for shipment from the Shanghai Municipal Commission of Commerce.

In 2019, the Ministry of Commerce, the General Administration of Customs and the Ministry of Public Security launched a pilot project for used car exports across the country, and used car exports have gradually become a new growth point for my country's foreign trade exports.

According to statistics from the Ministry of Commerce, a total of 275,000 used cars will be exported nationwide in 2023, with an export value of US$6.88 billion. In March this year, the Ministry of Commerce and five other ministries and commissions issued an announcement to shift the export of used cars from a pilot program to a full rollout.

As one of the first pilot cities for used car exports in China, Shanghai's demand for used car exports has continued to rise in recent years, gathering a number of used car export companies with domestic car sources and overseas markets.

Recently, the Shanghai Municipal Commission of Commerce, the Municipal Economic and Information Commission, the Municipal Public Security Bureau, the Municipal Transportation Commission and other units also jointly issued the "Shanghai Measures to Promote Used Car Exports".

The "Measures" released this time will propose 13 measures in three aspects to support the development of used car exports in the city, including promoting the construction of a domestic trading system for used cars, promoting the scale of used car exports, and building an international used car export network.

In addition to the "Service Center", the first inspection point in the port area in the country, it is also clearly proposed to set up a "special license quota for used car exports" to solve the problem of insufficient vehicle license quotas for used car export companies in the city.

In order to help domestic automobile manufacturers seize export opportunities, the Shanghai Waigaoqiao Port Customs has further promoted the construction of smart customs and the "Smart Customs Power Country" action to improve the efficiency of port clearance.

"In the customs clearance process at ports, we further optimized the import and export credit management system of enterprises; at the same time, we continued to improve the intelligent and information-based supervision capabilities of ports, opened up a 'green channel', and vigorously promoted reform and innovation measures such as 'advance declaration' and 'inspection and release upon arrival' to ensure 'zero waiting' and 'zero delay' for the export of domestically produced automobiles."
